some type of scale reader- maps ??

you run the little wheel across  something and the dial has several scale options to read.
1:200000
1:75000
1:;5000
1:2500

Different scale options on other side. Too big for blueprints right ? So, maps ?

No name brand, came out of a carpenters shop...

The correct name for this tool is an opisometer.  I have several in my measuring tools collections.  I majored in geology with a specialization in geomorphology.  I took map interpretation and other classes where I used them a lot.

Opisometer! I have had one since I was a kid and didn't know the device had a name. Mine has two scales - inches to miles and centimeter to kilometers. The reverse side is a compass. SELSI (West) Germany, the dial face is about 1 1/4" and has a leather pouch and still has the instruction sheet inside. I don't use it much anymore because I can get distances from computer online maps.
