help with an old combination tool please

Ugh, my eyes are blurry from looking through all of Bus's old MVWC auction photos. I've been trying to find a picture of this tool. I'm certain I've seen one before, but I can't remember where? It's a combination hammer-pliers tool, probably designed for fence work I'm guessing.






Measures about 11 inches long.





It has inserts bolted to the face of the plier jaws. Possibly harder steel than the tool itself? The inserts each have three "prongs" sticking up.









The only markings are shallow and faded. All I can make out is P A T A on the top and maybe E O R along the bottom. Anybody have any more info about this old girl?

looks to me like it maybe a fence repair tool
