Do you know what this is (the pics work now)

I found this in a old mechanics toolbox I picked up at a yard sale. They said the owner was a old tractor mechanic. Its about 3" in diameter, has 1/4" shank that is attached to a spring in the center.  Looks like it goes on a drill but what its for I have no idea. Any help would be appreciated thanks.

Those little wheels look like grinding wheel dresser things to me.

I'm gonna say it's a paint scraper.  For people who don't know how to use a real one, and have plenty of money to spare.

I bet that will remove some paint! Might not be very safe, though.

The thing in the pictures is an imitation of what is known as a scabber in the real world.
Scabbers normally mount to floor scrubbing machines aand are used to clean rust & scale from steel decks or years of grease, paint and god knows what from concrete decks.

Scabbers are intended to be used with flushing water.  If they are used dry the poor slob running it will quickly wish he had studied in school and was human enough looking to be working at Mickey Ds.
Timing has a lot to do with the outcome of a rain dance!
