It looks like a box scraper but with the wrong blade.  Probably? A Stanley.

I've always found it interesting that the tool's called a box "scraper," when it's actually a very small scrub plane.  For those unfamiliar with the tool, it was developed for removing the labels (particularly, I imagine, stenciled on labels) from wooden shipping crates, so they could be re-used.

I've got one; have yet to figure out what else it might be used for, besides being nifty.

Last night on a TV food program they were using a cheese shaver with a pivoting head - it looked just like this tool!  Maybe you need to move it to the kitchen!
