old tool found in storage

hi guys,

I work for a laminate manufacturer and have recently mstumpled across some old tools. Trouble is I cannot find out what this tool is used for. Any ideas?

It appears to be a strap wrench , for turning pipe or round objects. Seems to be over engineered ,
must be government issue lol
Of all the things I've lost , I miss my mind the most

looks like a strap clamp, the extra part tied to the handle may be for larger objects to be clamped ?

But looks like it is spring steel strap, maybe a problem on corners..
