iron pliers with semi-tubular jaws

Appears to be missing a spring, and a catch. But other than that I haven't got a clue.

It does resemble a lot of the animal/hog restraining tools out there.

 Never seen one before. As one auctioneer used to say when he didn't know what he was selling (heres a specialty tool)

I have had a few of those.  I think it is a type hog snouter, used to cut the hogs snouts to make them tender so that they will not root.
