The smaller DOE to the right of the photo looks to be a German made wrench.  And, I've got a number of these wrenches that came out of factory tool kits supplied with VW's, Porsches, BMW's, and Mercedes Benz's.  Probably many other German auto's and motor cycles too.  It is a very common German wrench pattern.  Hazet and Heyco were typical OEM's of a lot of these wrenches.
