What in the world is this groovy tool?

My first thought was something like a saw set. But I have no clue how it would work. The slotted piece slides in the works and then springs back. What is it?

1st though was a ticket or card notcher? but why would it need to be long handled?

Pictures are a little fuzzy, especially the first one. I thought maybe a hand held nibbler for light gauge material but the flat bottom makes me think that the tool rests on this face, so, if it's a nibbler it would be for a specific job. It does sort of resemble a saw set but I can't see how it would work.

Looks like a shoemakers button pliers, for fasting the old buttons with an integral wire staple
