This is really neat, but what is it?  You turn the key at the bottom to make the 2 strips revolve.

If he was anything like my Dad or Grandfather or anyone else who lived through the Depression, he saved it "Just in case, because 'someone' might need it."  That guy someone sure caused a lot of junk to accumulate at my Father's place.

Yep, both my grandfathers and many of my uncles and my Dad knew someone well.
