Hello, Is it attached to the tool? Or is it stuck into the vinyl? I am guessing some sort of stop, either manufactured, or, owner made. Regards, Lou

Neat! I've seen similar about 4 years ago.  The missing bolt is for a stop.

It was a Thumb screw or a screw requiring a hex wrench.
