Got this at a recent antique sale. No idea what it's purpose and I've asked several people but nobody had any good ideas. Can anybody shed some light on it?

It resembles those odd lock mortise chisels that have a chisel on each end of a handle like that, one parallel to the handle and one at 90 degrees, for cutting in mortise-in locks in drawers; but it seems way too thick and clunky to be a lock mortise gouge.
