Manufactured by Western Tool & Manuf. Co.  It's a model 130, sold without a vise, The Parker4X on it was only vise ever bolted to the stand and badly abused.

The 167 Stationary is 200 pounds with smaller shelf and table top. Probably smaller diameter stand tube. The 167A is the same 300 pounds as the crated portable.
