Looks like some sort of strap wrench to me. Could be wrong.

I am going with a leather embossing tool.

One of my friends suggested it could be for putting creases in leather belts.  Seems like a reasonable use for them but I have not been able to find any leather tools that look like these.

Do you know the distance between the 2 projecting pieces on the bottom end and does it look like the top of the handle has been hit with a mallet or small hammer???

I will check with the person who sent the photos but I don't think he owns the tools, will let you know.

Here is the answer from the person who sent me the photos:

"The outside measurement on the large one is 1.5" and 25/32nds on the smaller one.  Neither appears to have been hit with a mallet although there is damage to the handle at the ferrule on the larger one that may have come from it being hit with a mallet."
