Anyone recognize this Handle?

It's on a 14 inch phillips I got with some other stuff today. I can barely make out the first word, which I think is SHOP something, I can see USA and a number 9788 or something like that. It has the registered trademark circled R, which is about the only mark not obscured by wear. No other marks on the metal. Any guesses?

Here's the other stuff:


Everything is marked USA except the German made Craftsman Saw Driver and the 10-30mm adjustable spanner. The awl is not marked but I've decided it's too nice to be China made.  I made a good buy and got change back from a twenty.
