Ok, here's an odd tool, lessee how many know what this is for.
Just a weathered light rust/WD40 mix patina.

Never seen them before? Some sort of radius/diameter gauges where the hole goes over something? Can't find them in Starrett or brown & sharpe so probably not a machinist tool? Me thinks I'm about to learn something new again, I guess that's what makes this site addictive!

I think Papaw has it, wire rope gauge, I have a few but never saw this one before. I have an Edwards in brass and I think 2 different sizes of Bethlehem Steel gauges.

Can't see how this measures a rope - but it can measure the pulley or sheave a rope sits in - a Google search for wire rope gauge shows these being used for the pulleys - a rope gauge passes over the rope... Sorry too lazy to copy the images, but look at:

OK, really It ain't, but what the hell sheave gauge is boring.

I have several placed in my gardens and flower beds , makes for interesting display.
Some early ones have shapes ,such as a star , cast into them.
Would make an interesting thread on it's own !

The more interesting thing about it is mostly that it is Roebling's gage...
Stray factoid, the Washburn & Moen standard wire guagem (for steel wire), was in fact, the Roebling wire guage...
