British Whitworth DOE "Shelley"??

Went to an auciton Monday nightand won a Handi Craft Tool Box that, among other things, had DOE in it that had "shelley" as its brand name. What research I can find, seems to lean towards the company making tools for the Jaguar/MG family of cars, presumably for the tool roll in the trunk.  The ones I've fond on ebay have raised letters on the shank and this wrench has the letters recessed in the shank.  Anyone know anything more about these wrenches ie what did a complete "kit" consist of?
