williams 707 question

I usually toss all these type things aside as they are pretty much scrap value stuff. But this 707 caught my eye. Alloy artifacts was no help. Any of the Williams guys know what they made his one for? The small hole is probably drilled afterwards, but the hex opening and small open end look factory done.
