Slots on one side look like molding vents. May be to cast lead or babbit bearings on to different dia. shafts????

It looks hefty?   With the big lugs on the bottom, looks like it could have been a clamping device, for 3 different diameter shafts, production work?    Maybe someone with machine tool experience will wade in here.

I lean towards Superzstuff's theory. It would fit over the end of a valve box on a steam loco. Place undersized dummy shafts through the box and pour some babbitt.
The taper in the holes would seal on the shafts and form the anchoring collars on the bearing. You might need a second one to seal off the other end of the shafts inside the valve box.

Spring loaded vice jaws - to fit in a leg vice (jaws are not parallel) to hold round bar or pipe when cutting it????
