Can anyone tell me more about this XY table and drill press vise?

Picked up this old XY table and drill press vise and having trouble getting any information about it. Its heavy and cast iron and obviously old. Only ID on it is "Riess Mfg Co. Patent Pending. Kokomo, IND. 9038". There are no markings on the vise.

Very cool old vise. Never seen a cam clamped one before. Your XY looks like it was part of some other machine. No T slots or any generic way to bolt a workpiece.  Does the vise belong on top of it?

Somebody had modified the xy table by welding tables to bolt the vise down. It was definitely done lone ago as the patina ie dirt is consistent with everything else. The xy table being from another machine makes sense. I just can't find any info regarding riess manufacturing in kokomo indiana.
