I've seen green plastic pieces that look like that but have no idea what they were for.
Guess it could fit in a vase.

Bus got it. It goes in the bottom of a vase to hold the flower stems in place

Confirmed! It is for holding flowers in a vase. We have them in Italy too. I used to borrows my mother's as a kid, for all sorts of uses, but she did not appreciate.
