Clamp

I spotted this in the iron pile at the auction I attended.   It bothers me because I should know what special use this had.   Was nickel plated, but rusted tight.  So, what was it for?

A lot of pipe clamps I have seen, have that general form (a screw adjustment running parallel with a rod like that). If it were a kind of pipe clamp, I would wonder why it had those two teeth....maybe to pinch and hold hose shut (but you can probably do that better with a spring clamp)? have you cleaned it up yet, and maybe found a mark?

It is a leaf spring spreader, so you could put grease between the springs.
