Aluminum Automotive Tool ?

Someone asked me to find out what this is. It's made of aluminum and it lightweight for it's size. It is made by Miller MFG and is marked C-3133. Any ideas? Thanks for looking.

Miller, would likely be a Ford tool.

after that, it could be  part of most anything.
