Last year I bought an old tool box with a bunch of old bits in it and did notice 2 yellow packets in it but never looked at them. While tinkering around today I opened the packs up and found brand new bits inside of each pack. Both packs have 2 bits each, #30's & #33's.
These are for push drivers if I'm not mistaken.

Look like it, but let's see the end that goes in the driver so we can tell what driver they work with.

Look like bits for a Rawlplug hand driver.

They kind of look like the bits that go in the smallest size Yankee spiral screwdriver.

They look like bits for a No. 41 push drill.  The shank should be 11/64 inch.  Shanks for the 33 series screwdrivers are 7/32 inch.  The 30 series shanks are 9/32 inch, and the 31 series are 5/16 inch.
