I find two patents for this, but cant make any sense of what is does.
US866416 A     US1267736 A

Do I just have a portion of the original item ?

think of a touring car and the fold down top, that would be added to the body and keep it from bouncing around or rattling about in the down position. Some had a leather belt also.
