Do all the jaws move at the same time?  Looks like something designed to hold rod of varying sizes within its range, quickly adjustable.  Milling machine fixture?

This type of small 3 jaw chuck is often found on small clockmaker's lathes - the fixture looks to have an indexing feature (the button on the side) allowing it to be used on a small mill to machine a round rod or component with a number of faces... Strip it down and see if there are holes in the circumference of the mounting bush....

The green paint makes it look like an accessory for a Unimat lathe. Maybe a rotary milling attachment. Worth lots $$ on eBay!
