What is it?

This was found in a Tackle box in the bilge of a sailboat any Ideas?

Do the serrations in the "mini ice scoopy" part look factory or user made?

This looks a lot like a *shaved ice* scraper.   When ice for drinks was shaved/grated from a big block of ice.   Turn the scoop around, so it points away from the grater part, may be wrong, but not sure.

This was posted on the "True Florida Cracker" page on Facebook so i do not own it. The Ice Scraper sounds legit, shave it, scoop it!
