What is this a heater of some sort?

Not sure what the green topped things are that are mounted to the Mason jars. Is it a poultry heater or something on that line?

Could they be for a candle, if tipped over it would not start a fire?

Wasp traps.
Throw a hunk of rotting meat in the jar and hang it in the barn or chicken house.

Wasps go in for the free food but can't get back out

Works on some flys too.
Timing has a lot to do with the outcome of a rain dance!

So, it's a wasp motel?  Wasps check in, but they can't check out?  Interesting.
