A what was it? pedal powered tool.

It's missing a few things but what? I took some higher quality pics and put them on photobucket.
the lower bicycle sprocket is different than the upper sprocket, so there may have been a gear reduction or increaser mechanism?
The clamp part looks like a saw blade holder? some type of pedal powered saw blade sharpener?

 it looks like the remains of a mower sickle bar grinder/sharpener missing the grinder head, seat and seat supports  and chain. plus ???

Think I found it? or something similar in the 1920 Luther grinder catalog.
