its for a c. parker vise,i think it takes a wrench that hangs there, under the bench?????

Or it may fit into the casting to accept the vise screw, although the thread size and pitch look small for a bench vise; or into a swivel base (more likely) to accept the clamp that holds the vise from turning on the base.

long stud goes thru bench,tighten/loosen this to swivel,,,thinking a wrench that somehow fits or you you have to reach for ,,,lets say an adjustable wrench every time?

That one is bigger & was part of a tension device to pull together the side walls of buildings that were in need of bracework.  "Bus" had that handle piece, but not the associated nut with the dovetailed slots in the sides.
