This is posted on another Forum I frequent and we are having a time identifying it. Any ideas here?

Best idea so far. It does have some similar characteristics.

I agree.   Looks like the stop simply slides in and out of those slots at fixed intervals and the cutter/marking pin is missing from the divided end.

Could be part of a old 1900 steam boiler safety valve. it was hinged on one end, then the weight could be moved for the proper pop-off pressure. They were mostly made of brass also.
