Ice Tool?

My brother and I are arguing over this tool.  I think it's for working with ice but he thinks it's fishing related due to the color scheme.  Any ideas? 
It's about three feet long with a wooden handle.

Still available new.  The tool is dynamite for cleaning weeds from cracks in the pavement, but the process wears out the business end pretty fast; I buy a new one every couple of years.
