Hibbard "capsule"

Cleaning out fathers tool boxes and came across this "capsule".
It says Hibbard on the side.  I comes apart somehow.  If shaken there is something inside.
Tiny square hole on one side at seam between halves.
Many thanks for the help.

The square hole is to mount the bit of choice and use the case as a handle.
