This Mossberg #653 is, I believe, a valve spring compressor, but I don't find it anywhere for true ID or purpose. Any help?

Look at  patent 1,245,667 { http://www.datamp.org/patents/displayPatent.php?number=1245667&typeCode=0 } - it matches the patent  date on your tool -- and TU-FORD (Bay City, Mich) ca. 1920  on pg. 27 of the 2016 M.V.W.C. "valve tools xtra." I updated the DATAMP entry for 1,245,667 based on your photo showing the patent date on the MOSSBERG #653.  Thank you.
