Osborne was my first thought too before I scrolled down.  Look on the head where the handle meets it for a stamp or mark.

Bought this vintage upholstery hammer with riveted wooden grips in a local charity shop last week.
No marks. Looks German.
Can I call this a German example of "Perfect Handle"?
