Unmarked handtool

It is about 8" long, the tapered end is spiral cut and not a rat tail file. The pincher end is flat and the outsides are round such that something could be grabbed and removed with a rockover action. Any ideas would be appreciated.

The cut end looks like a jeweler's mandrel that holds a buffing cone.  They are typically found on the outside of a jeweler's buffing/polishing wheel arbor.  So I guess the other end is so that you can put it in a lathe chuck to hold it and use it that way.
