Tool question from another forum...

"What is this tool? " is the subject line of a post on Britbike.com.  At first I thought I was here at ToolTalk!  But a BritBike member, reverb, asked about this pair of pliers (or tongs, or whatever it is).  Reverb is from Uruguay (I think).  Any ideas?  Spring tension on handle.  Triangular jaws.
