Skyway Tee Handle torque wrench

 This Skyway torque wrench was in a box I got at auction yesterday. Saw one just like in on bay with same adapter. Clearly marked 25 in lb but I'm either getting stronger in my dotage or it is undercalibrated. Haven't taken it apart. Looks like drive end might adjust witha spanner. Anyone know what usage is with this particular adapter? Is this adjustable as far as torque setting?

I think we had one of those back on the old forum and it turned out to be an aircraft assembly tool.
Just a weathered light rust/WD40 mix patina.
