A friend of mine has this threadchaser he really likes, and wants another one, or parts to make his work better.
The inner blade adjusts to match the thread pitch and you twist the handle to get in the threads, then just turn the tool around the threads to clean up or repair them.
H&S Company doesn't come up in my searches.

Take off the die and grind off a little bit from each side.  Not the teeth, just the flat sides.
Use a fine abrasive.
  In fact, just lay some 100 grit sandpaper down on something flat and rub until its bright and shiny. 
You may have to shim the cutter with a bit of brass shimstock when you put it back in.

  It'll cut.

Of course it would help if I had a good picture of just the cutting die removed from the tool,
  but from here and the way it looks, just do the sides.

I had one of these last year, but I cannot remember if I sold it or kept it.  I will look around to see if I can find it.  It was new old stock in the box, so I am pretty sure that I have the instructions.
