Need Help with a OHIO Wrench

Anybody know anything about this guy? He's 7" long with a 11/16" open end, marked with an "A" on one side and "OHIO" in an oval on the other. Obviously  missing something, maybe a ratchet assembly?

That is interesting.   Looks like it definitely had a ratchet mechanism, with a metal plate holding it all in.   I can say I've never seen one.  There is an OHIO tool collectors group.

Thought it might be a tool for Ohio Brass trolley wire connectors but the logo doesn't match the B inside O.

This gator and a 7/16" square head wrench are the only tools in their catalog.

Another one for Papaw to find?
