Odd little Billings wrench

The only markings are the B in the triangle and a stamped 27. It's about 2 3/4" long. The large open end is a spread out 3/8" and the small end is about 1/8". I'm thinking a bicycle spoke wrench or a motorcycle valve adjustment wrench.
I've been searching but no luck. Anyone have a clue?
