This was totally rusted up and after the rust was gone I can't see any markings on it. It almost looks homemade. It has pliers teeth inside the jaw a hammer head and nail puller at the end of the handle.
Any clue of a maker?

Looks like a pair of cobblers lasting pliers.

I don't know if yours are Timmons' because most of these lasting pliers are nearly identical.   I have two like yours, and a third that has a different sort of fulcrum (what looks like a hammer head) that swivels.  One pair is old enough that rust has etched the iron enough to show the grain and let you see how they were forged (these weren't drop forged).

I havn't figured out how it stays together.

Looks like it has a box joint; does it?  There will be a pin driven through that is made solid with the outside of the box joint.  Kinda disappears when the thing is finished off.  The pin is fixed and only the other jaw pivots on the pin.
