Anyone Know what this is Made for?...it looks like 1/2 of a Spring Compressor but im not Sure, Cant Make out the Patent Numbers At All!

The US Patent looks to Say 2981232...the Numbers arent Well Stamped!

Any Help Would Be Appreciated!

Tie rod sleeve tool.To adjust toe when doing alignments.
I had one that I used,just sold it recently for $8.00
Of all the things I've lost , I miss my mind the most
