Whatzit Doozies Part 2

The top item appears to be some sort of spring compression tool, but the cotter pin and the two spare tips have me baffled.  Any ideas what application this thing has in the world of springs??   Or am I way off base here??

Bottom item appears to be a packing nut speed handle.  Anyone confirm or deny that?

Used on old side valve engines - where you could compress the spring against the engine block - it's a long time since I used one of these..

I could use those if they are avail, I also like the red handled phillips screwdriver if avail.
Always looking for what interests me, anything early Dodge Brothers/Graham Brothers trucks ( pre 1932 or so ) and slant six / Super six parts.
