Millers - Falls no. 100 Push drill-Question

Just picked this up . Need some info. There are bits inside the handle.
It has a release in the handle. Question is , what is supposed to turn ,
the red handle or the aluminum cap?
Nothing happens on this one. I did some searching , and found others asking the same
Question , but no answer. I'm guessing a bit is stuck.
Anyone have experience with one?
I see they are pricey , $399.00 for one in the box on Ebay , most $75.00-$100

I'll have to find mine when I get home to be sure, but I think you push the button down and turn the top.
