Post Shear?

 I've got a post drill and a post vise but haven't heard of a post shear. Does anyone know what this actually is? Found this on a trip through eastern Washington. Thanks

It is what you think it is, however, I don't know if it's for sheet metal, they were used for tin, copper sheet(flashing), leather, cloth.....

It is a leather working tool.  I had one similar to that one last year.  They were mostly used for cutting out and shaving down the edges of shoe/boot soles.  They usually performed several functions, and hence were called 3-in-1s or 5-in-1s.
