That is a Duro/Indestro 3202-R. They don't come apart. The face plate is pressed in at the factory.
To clean mine, I used plenty of liquid wrench and carb cleaner down the little lube hole while turning the gear with an extension. It will flush out most of the nasties in there through the space on the other plate where the ratchet turns. After the carb cleaner started coming out pretty clean, I used a large hypodermic needle to to inject superlube through the hole to lube up the works. Awesome ratchet, works great.
