Surge tools/wrenches

I know they are Surge and had something to do with the Surge pipeline or milkers, but what exactly and are they just a tool or more of a wrench? Google searches didn't help me a whole lot yet.

Nobody? I did figure out that the Logo dates to 1954 or 1955.

Are there pins on the jaws of those wrenches?   If not, I'd say they were kept near the clean out on the milk pipe line where it was unhooked for washing.
