This is my guess:

I think it looks like a cable or tube standoff or some similar hanger /support kind of thing.

Maybe for something like drip tubing?  Drive the "forked" end into the dirt, put your tube in the hook, and close it in with the hinge piece.  Raised pipe, light spray gets good coverage?

I was thinking some kind of funky tent stake but others make more sense.
