Hartford Tool & Die mystery pliers

Anyone know what these pliers are for? Also any info on Hartford tool & Die? I don't see anything!

Cir clip , snap ring pliers. A little worn on the one side. No info on the Company

PWA 2043 is more important, war era aircraft tool...

From an unrelated 1943 patent for a bandsaw blade
"assignor to

From the PWA thread:
2043 Snap Ring Plyers for R-2000 engines
Just a weathered light rust/WD40 mix patina.

If I recall PWA means Pratt Whitney Aircraft. This tool coluld have been manufactured for them by Hartford Tool & Die
