I need some help with this one

It is marked, ARMA ENG CO INC a picture of what I will call a castle is under that and under the castle is ENG DEPT 1920. It is 2 11/16 inches in diameter and 5/8 inches thick. It is a brass case that is painted or Japaned black. The window lets light in to reflect light and sight a scale that is on the inside of the case rim. The scale floats when you press the larger button. It is a sighting clinometer/inclinometer or ?? The scale is graduated in 1 degree increments from 45 to 0 to 45. You look through a peep hole on the edge adjacent to the window. the mirror refelcts back so you can read the scale inside the rim adjacent to the peep hole. There is a window opposite the peep hole so you can view your target. The small knob operates a slide that locks the large button in the up position that also locks the internal scale from moving.

The leather case is in good condition except that a belt loop on the back is long gone.

Any one have any ideas on its purpose and/or maker. I found several devices made by ARMA Engineering pertaining to gyroscopes and compasses for ships but I can't locate anything on this.

Wild guess. It reminds me of a very early device that a "Whatchman" (security) carried with as he did his rounds to record his travels?

During the war, their US patent status was special, thus we get a nice list....
(Could it be an artificial horizon?)
